Topic Description: 
Based upon the set of design parameters and technical performance measures (TPMs) listed herein, adapt, for lowest capital cost, the single look complex (SLC) synthetic aperture radar (SAR) payload of a notional commercial small satellite constellation to the mission of supplying timely ocean surface vector wind (OSVW) and tropical cyclone intensity (TCI) data to the warfighter. The Space Development Agency (SDA) is responsible for orchestrating the development and fielding of the DoD’s future threat-driven National Defense Space Architecture (NDSA), a resilient military sensing and data transport capability via a proliferated space architecture primarily in low Earth orbit (LEO). To achieve this mission, SDA uses novel approaches to accelerate the development and fielding of military space capabilities necessary to ensure U.S. technological and military advantage in space for national defense.
